I have had testing carried out to the relevant standard(s), but the facility is not accredited. Can I still have my products certificated to MCS with BRE Global?

In this case, it may be necessary for us to carry out witnessed testing to allow us to accept the reports. This can be included in our proposal at the initial application stage.

What do you need to see during the witnessed testing?

During the visit, we will need to see evidence that all tests are being conducted to the required standard/s. Each visit is tailored to your needs, but it is likely to include the review and witnessing of procedures for performance tests and relevant safety tests. Staff competencies, equipment, management structure and quality system are also likely to be assessed.

How long will the assessment take?

This will be dependent on the technology of the products being tested, so specific requirements will be discussed prior to the visit. Heat pump witnessed testing, for example, can typically be carried out in 1 or 2 days. Small and micro wind turbines may require more than one visit due to the length of time over which product testing typically takes place. The proposal will include an indication of the time required.

When will I know the outcome of the witnessed testing?

The witnessed testing will conclude with a closing meeting during which any non-conformances found during the assessment will be explained and any further actions agreed. Once the required evidence has been received and accepted by BRE Global, you will receive formal notification that we are now able to accept your test reports. We normally require corrective actions to be received within 30 days of a visit.

Will I need to have my testing witnessed every time I make an application?

Subject to your facilities successfully completing periodic (usually annual) surveillance audits, we can continue to accept reports based on testing conducted using the assessed facilities. However, should you wish to extend the range of testing or facilities, then additional assessments may be required.

Once witnessed testing has been completed and found to be acceptable according to the requirements of the scheme standards and BRE Global, will I still need to submit the test reports for the tested product?

For each product you wish to have certificated, you will still be required to submit a test report. Witnessed testing is concerned with how testing is carried out; not what the results of each individual test are.

Who will carry out the witnessed assessment?

Witnessed testing will be carried out by a BRE Global assessor competent in the specific testing to be witnessed.

What if the testing facility is overseas?

This is not uncommon. We frequently travel overseas to carry out witnessed testing.

Witnessed testing has been carried out and BRE Global is currently able to accept our test reports. However, we wish to move our test facility to a new location/have a second testing facility. Can we continue to submit test reports from this new location?

Witnessed testing is specific to the facility at which it was carried out. Testing conducted at an alternative facility will require an additional assessment.

We have had witnessed testing carried out by a different MCS certification body, but this has not resulted in the facility becoming accredited. Are you able accept our reports?

We can accept test reports from an unaccredited test facility only if the witnessed testing has been carried out by BRE Global.

BRE Global has carried out witnessed testing and it has been deemed acceptable. Is my facility now accredited?

Witnessed testing by BRE Global is not laboratory ‘accreditation’ or ‘approval’.

What MCS technologies can you carry out witnessed testing for?

BRE Global currently offers witnessed testing for all technologies offered in our current MCS certification scope. This includes heat pumps, photovoltaic modules, micro and small wind, micro CHP, solar collectors and biomass.

How much will witness testing cost?

Each witness testing assessment is tailored to your specific needs and a unique costed proposal will be prepared for you.

Do I have to use my own test facilities?

We can carry out witness testing at your own facilities or those of a third party, although we would need the full agreement and cooperation of this third party to complete witness testing at their facilities.
