Minister Andrew Stunell addresses BRE conference on Part L 2013 review


Andrew Stunell MP, Minister responsible for Building Regulations at the Department for Communities and Local Government (DCLG), delivered the keynote address to a packed conference at BRE Watford today.

Delegates from across the built environment heard Mr Stunell and DCLG colleagues along with other key stakeholders from industry, outline the proposed changes in the 2013 edition of Part L of the Building Regulations.

The audience had the opportunity to discuss these in a Q&A session ahead of demonstrations of cSAP and cSBEM (the software tools from BRE to help designers with Part L compliance) and a tour of the BRE Innovation Park.

Paul Davidson, BRE’s Director of Sustainable Energy said ‘We are delighted to be hosting this important event, which allows the construction industry to hear at first hand from DCLG its plans for further strengthening of the energy requirements of the Building Regulations. The sell-out response is clear evidence that  the industry acknowledges the importance of further reducing the carbon impact of buildings and want to find out exactly what the proposals mean for them.’

It is anticipated that one requirement of the new regulations will see those carrying out alterations to existing buildings needing to implement additional energy saving improvements to parts of the structure not directly affected by the works. The cost of these additional measures can be met by the proposed Green Deal loans so as to deliver net cost savings as a result of lower energy use. This and other changes will have an impact on all those involved with buildings, from the architects, designers and specifiers designing them; builders and engineers constructing them; planners and building control officers permitting them; and to the owners and end users too.
